I came across an article that (loosely) compares Bulgarian ski resorts and those in Andorra. I have not been to Andorra, so I personally can't compare. The author alleges that Andorra is only 10% more expensive than Bulgaria (based on comparing packages) and that Andorra offers better value-for-money:

Compare an average four-star holiday in Bansko with one in Andorra, and the differential is about the same. Skiers' spending power in Bansko is high: half a litre of beer costs around £1 on the slopes, and I had lunch at a basic café in town for £2.
Aesthetically, there's not much to choose between Bansko and the Andorran resorts. The former is grim, the charm of its old centre being nominal at best and compromised by the English-speaking hustlers outside restaurants; the latter are architecturally challenged and set in narrow, often dark valleys. About Bansko's cuisine, I have nothing good to say; and, fortunately, I have no experience of the medical facilities. In contrast with the situation in Bulgaria a decade ago, Bansko's rental equipment is fine.
Is Bulgaria the new Andorra? That's not a question to raise with those involved in marketing Bansko. It is irksome to them because it suggests that their expensively developed resort is just a bargain-basement destination. They might be happy that my answer is "no", but they shouldn't be. Because it is my view that Andorra remains the better place for value-for-money skiing.

I have ben to Soldeu in Andorra twice , it has improved big time between to 2 visits , but noticed the last time being more expensive now the euro is in place. We stayed at the Sport village which was superb . As for medical - my daugher broke her wrist boarding , was fixed up in no time. Bansko in 2 weeks - here goes!
We have been to Soldeu for the last 3 years and although we love it it has become far too expensive. Since the resort has linked up to Pas De La Casa, which admitedly gives you more piste for your money the lift passes etc have gone up drastically. The price of drinks and food has also increased. So for us its off to Bansko in a couple of weeks.
If been to Arsinal and Borovets, for me Arinsal holds the fondest memories, maybe only because it was my first ever Snowboard holiday, but still really enjoyed Borovets and value for money, I'm sorry guys it's got to be Bulgaria, also prefered the skiing there, not as many runs but what runs were there were very long and line with trees that made it very pretty, also no where near as crowded as Arinsal and it's hard to spend more out there, ain't got that problem in Andorra.
