There is a market everyday in Samokov, mainly fruit & veg and cheap clothes there is also the bigger gypsey market on a Monday which Roger mentioned and I agree cheap crap.
Other places in Samokov, there is the Rido restaurant on the hillside which gives great views over Samokov though I don't recommend the food there and service is not great either but worth a quick trip for the views. For good food there is Magdarova Kushta, Kokoshkava Kushta and if you want a little taste of blighty ...

For good food there is Magdarova Kushta, Kokoshkava Kushta and if you want a little taste of blighty there's a mad English guy just opened a restaurant called Bristol and it's in the park on your right hand side as you drive up to Borovets. Just for drinks there's a cozy little cafe near the main traffice lights called Cafe 51 or for younger and more trendier there is cafe Envy above office1 superstore in the centre. Friday night the local nightclub Diamond comes to life for a cheaper alternative to Borovets.
Not really that much to see in Samokov it's just nice to walk round in the snow and look at the old buildings, there are a few statues dotted around and a small museum in the centre.
If you have transport a good spa I can recommend is Pechelin http://www.hotelvitalis.com/ which is the otherside of Boroevets near Dolna Banya or a drive through the Govedartsi valley to Maliovitsa a smaller ski resort with mainly Bulgarians but ever so much nicer than Borovets.
Also you can organise 4x4 off road days, hunting, horse riding etc
Last year 10 lev for the trip down to the town and 15 lev back to Boro. You can get a bus for 2 lev, Bus stops outside Ela hotel and the Billa Supermarket in Samokov. They always charge more for the journey to Boro.
You could try negotiating a return trip price whilst the driver waits for you, if you are just going to the supermarket.
