Tour companies buy the lift passes in bulk at the beginning of the season and I think Balkan are going to have quite a few left over due to the low take-up this season.

four of us just booked today also bansko at the statshite (not sure of spelling) got same deal 3 half price ski pack and 1 free lift pass
