I have being paying for the last 6 years annual maintenance charges for the apartment I own in bansko. As yet I havent received any information from the people who i send the money a breakdown of exactly what mine and everyones else who pays money has being spent on. is this normal? it doesnt sit comfortable with me, especially as I have not seen any improvements over the years. There should by law be a general assembly each year that all owners are invited to. It is at this assembly that you discuss how the marinade charges have been spent and how they are to be the following year. Each year there should be owners nominated to manage this and cause with the management company for smooth running and transparancy of accounts. As owners, by Bulgarian law you should have an Owners Annual meeting. This should be organised by your management Company. The Owners decide who should manage the complex on their behalf. You are entitled to choose a Committee to monitor and oversee the work of the manager or management company. We had a problem with poor management at our Complex in Pamporovo. We formed our own owners association to run the common parts of our building. We are one of , I think 5 other such 'Owners ...

We are one of , I think 5 other such 'Owners associations in Bulgaria, we operate as a none profit making organisation and take decisions regarding the upkeep and general running of the complex. We can set our own budget and the general committee take decisions on behalf of the other owners. I hope this helps. We had to make contact with all the owners to make them aware of exactly what their rights are. I does take s lot of work but ultimately has protected all the owners interests.
