I would suggest there are a few things to play off other than just face-value price.
If you are just looking at just face value, then WizzAir seems to be mentioned quite a bit. But then you need to be able to fly from certain airports and on certain days. The same is true for RyanAir and EasyJet.

Well, I've bought mine already :-).

However, for me Lufthansa is the best option. We have our own skis/boards, and with Lufty these fly free with you. Plus a 23kg luggage allowance (in fact double if you decide to be cheeky and stuff your ski/board bag :-)), the ability to select your seats now (without any extra cost) and the priceless advantage of a civilized flight with "free" snack and drinks, and no hard selling of lottery tickets, scratch cards, duty free etc. - all make it as painless an experience as travel can be.
There are also members of our party travelling from different parts of the UK, so we can get different connecting flights to Frankfurt (or Munich) and then be on the same flight into/out of Sofia.
The fairly brief transfer at Frankfurt really is not too much of a pain (other than the rather draconian security re-check) , and in fact is an opportunity to stretch the legs, go to the loo etc. etc.
I believe KLM have a similar schedule, and at times their prices can drop below Lufty - but usually because the cheaper flights sell out. Not sure about their policy on ski carriage though. In general I find booking now to be cheapest. The flight prices seem to increase significantly late summer/autumn. I have seen the price drop again around Christmas, but not below the price they are now (just speaking about Lufthansa here - I've not tracked the discount airline price).
Well we are going Feb 2017 half term too - we booked it up the day it became available for 4 return with BA £1k (economy) two hours later after the price was £2.9k.
As such unless BA add additional flight on he sat and sun of that week then it wouldn't be viable to go to Bulgaria at those prices.

re:Best time/place to buy Flights to Bulgaria
We have a friend who is a teacher coming out for February 2017 half term and she has booked with Ryanair from Stansted to Sofia and the prices were very good.
I think about 500 GBP for three of them.
She got in as soon as they came out, if they are still the same I don't know.
I think you need to book as soon as the flights become available.
