Just got back from a week in Borovets and can offer the following recommendations:
Locals/Culture: Great hospitality, great people.
Eating out: The Blue or The Chilli Peppers
Drinking/Music: The Happy Duck. Don't order imported drinks if you want to take advantage of the cheap prices. They are marked up alot.
Money: Exchange Sterling in resport at Change Plus+ kiosks. Currently 2.80 levs to the pound. The only cash machine that operates with the new chip and pin cards ...

General Info: Food is fine. I was pleasently surprised
Ski & Lift info: Best area is up the Gondola and down the main Blue run (Markujik 2 I think its called). You can ski the next black and red along but it will involve taking your boots off to walk down a muddy slope to get the next double button lift. You can also ski to the Mid station of the gondola which takes in a couple of reds. You can also ski the reds/greens in front of the Rila by taking the Chair Lift, but beware, its getting very patchy, even with the snow canons operationg. Apart from that, everywhere else is patchy, icy, gritty and unpleasant.
Hotel Bor Info: Great hotel, albeit it a 10 min walk from the main gondola. The smelly cabs (horse and carts) are everywhere so there is no need to walk if you can afford 10 levs each way (about £3). Food is fine, but its worth varying things by eating out. Rooms are good and all ensuites are new (ish). Bar is good - don't order doubles, as the measures are VERY generous. Cocktails are good also.
