I think what he meant to say was that the reported Bulgarian Government deficit was higher than the 3% of GDP that the EC sets as a target. Reported in April as 3.9% it is seen by the EC as exceptional and temporary due to the economic downturn.
As this is seen by the EC as temporary there should be no reason for the Bulgarian to take the sort of action being seen in the likes of Greece in order to reduce the deficit.
