I would say always in BG. So in resort or even better in a non resort town nearby. Rates have always been better in my experience. We go to borovets though so maybe a Pamps regular can confirm if it's the same there.
Definitely change in a bank, sterling (£20.00 are well liked, clean with no tears)
Generally you can expect up to 10% better exchange here in BG than back in the UK.
ATM's are ok for small amounts, but commissions charges by the card issuer and the ATM can make it expensive...

Unfortunately there is no bank in Pamporovo anymore.
There are ATM's located at the Danmar and Hotel Orlovetz and a money changing booth in the main street. If you're going on a package and flying into Sofia on Sat Sun the banks won't be open for you.
Nearest Banks are in either Chepalare or Smolyan, problem is to take a trip to a bank is going to take time out of your skiing.
