Emjay is correct, last month in august the rate in Sunny Beach was between 2.17 and 2.21leva for a sterling pound. I withdrew leva from an ATM via HSBC in the uk and received an exchange rate at between 2.19 and 2.21leva, it is safe to do so and means you do not have to carry cash with you to BG.
I do try to give the best advise and so therefore I should add that your bank may charge you for this service per transaction so you should try to take as much as you can to lessen the number of transactions. Of this is difficult as I think most ATM in BG limit you to 400lv p/transaction. You have to do the maths.
Pls also bear in mind that you can get a better rate outside of the resort. In-resort (whether on the coast or on the mountian) the exchange rate is never as good. If you have a private transfer ask them to stop at the exchange in Samokov town (there are 2)which ALWAYS offer a better rate than in the resort. We have a friend over here at the moment who stays for the whole summer and the rate he has been getting recently has been around 2.27 here in Samokov but at the same time ...

Have to agree with all the posters here, but would add a warning, when withdrawing cash with a card do not use a credit card, you will often be charged punitive interest rates and fees, also as emjay says check what your bank charges per transaction as a number of small withdrawals may bump up the cost. I tend to have some Leva left from a previous trip to get me by on the way to resort and then go to a cash machine after settling in at resort.
I have also changed money in the resort hotel ...

I have also changed money in the resort hotel and got what I remember was a competitive rate.
