It's a fair point Chris, but the passport situation as far as I know it, is no different for travelling to Bulgaria as it is with almost all other European countries.
The first thing I always do when booking a holiday is to ensure my passport is going to be valid for my trip, and whether I need any visas etc. because it's my responsibility.
With regards to kids on parents passports, that too is something that parents need to clarify long before departure time, and not leave it until ...

As I don't have any kids it's not an issue for me, but if I did, it would be a #1 priority to ensure that everything was in order.

We were contacted at the end of last week via our travel agent and advised that the entry criteria had been changed as of the 1st Jan this year - BUT nobody seems to be aware of it and that includes many of the tour operators, e.g inghams, crystal, panorama etc, the only company that now seems to be advising travellers is Balkan.

The big concern is that you get to the airport/Bulgaria with the kids on your passport and are then refused travel/entry.
Balkan hava a notice on there web site don't know about other operators i don't have any kids but until this surfaced on this site I thought for the last couple of years all kids had to have own passport My nephew brought his son over from aussie last year only a month old and same there need own paasport valid for 5 years don't know how any one will tell it's the same child in 5 years time
