You beat me to it as having just had post arrive today and no tee-shirt I was gonna ask if there was a problem because the money went out my bank account on 1st Feb. So that means it is sitting in PayPal somewhere? I am not too up on this PayPal lark - will have a look on account now then but surely the money should just come out to you so that is naughty of them!!
