I've got a horrible feeling Bulgaria will remain excluded.
EU membership will really help the country, but if the EU bureaucrats believe (correctly or otherwise) that the money invested is likely to be hived off by corrupt officials then they may block acceptance.
If the EU want the Bulgarian govt to crack down on corruption, then they should assist in some capacity. I doubt the govt can make a real difference in the few months allowed before the review of the position.

Glad to see the beeb spending a few minutes last night on the plight of the average Bulgarian. V few people over here are aware of just how much poverty there is in the country.

The EU will bend over backwards to let Bulgaria (and Romania) in, but when it's ranked alongside Columbia as 55th most corrupt country (perceived), even they can't ignore that.
I too tend to agree with Pat & Guff, unfortunately. When you go there and see coppers waiting at the half way stop on the transfer, and see them speed of up the road just before the coach pulls off, only to stop it 5 miles up the road to take a backhander to let the coach pass, you know there's still alot to sort out.
Bearing in mind that the majority of the larger scale Bulgarian businesses/infrastructure has already been bought out by Western companies I really cannot see their exclusion beyond 1/1/2008.

Anyway the M/soft situation doesn't alter what I've said above, and the EU has said they may delay Bulgarias entry as a result. Although there have been advances, the place is fundamentally corrupt. The moment anyone has anything to say on this board that has anything negative (for that read honest) about BG in it and the same old faces immediately jump to it's defence without considering if what they say is even close to the mark.
I'm going back. I'm going to put some money into the local economy, and some of it might just help the people who need it. But I'm under no illusions where the majority will go.
