I am, however, a novie to the country.
1.Could some one let me know which is the best part of the country to snowboard in?
2. Is board hire available?
3. How widely is English spoken (i'm a dumb ass)
4. What currency is used and how does it relate to the Sterling (UK)

There is only going to be my wife and I , and I was hoping to go to a restaurant and then a bar or some such thing for the NEw Year.
First you need to choose a resort. I am quite knowledgeable on Pamporovo but have not been to the other resorts.
Xmas and New Year is celebrated in Bulgaria much the same as we do in the UK. Lots of parties going on, and some excellent resturants that now cater for every taste.
Transfer depends on which airport you fly into and which resort you choose. The longest transfer would be from Sofia to Pamporovo which takes about 4 hours. Plovdiv to Pamporovo only take about 90 minutes ...
