Posting clock time ?

The time that a posting appears seems to be a few hours quick,
This posting was made at 11.26 but what time does the site say?
If the site is in the future will it be able to tell if there will be snow on the hills in Pamps / Boro Mid January 07
Got a few more sleeps than Pamporovo Pete so I won't start my packing just yet.
