I stayed at the Samokov last year and here are my impressions about the differences having gone for a wander up to the Rila too...
The basics
Samokov has it's own ski school, but it's a 100 metre walk to the nursery slopes (uphill) and about 30 metres to the Gondola. The Rila is right on the nursery slopes (you could ski straight to the door) and it's about a 100 metre walk down to the gondola.

The views from the Rila are fantastic, if you are overlooking the slopes, the views from the Samokov are not as good.
Both hotels have a nightclub. The Samokov does a wicked pancake in the reception area in the afternoon for about 2 lev.
The Rila always seemed to be much more buzzing than the Samokov, but it all depends what you are looking for. As an alternative to the Rila, there is also the Iglika which is across the road from it - nestled quite nicely between Samokov and Rila and a very small friendly hotel
I have stayed at both the Rila and Samokov - both are nice hotels but the Samokov is more family orientated than the Rila - food is about the same - although the samokov has the pancake man as mentioned and also a man cooking omelettes and fried eggs etc for you in mornings. Rila is right on the nursey slopes and is good for night skiing and sledging but samokov is closer to Gondola and ice rink and has own bowling alley, shooting gallery. I have booked for next year and we are staying at ...
