The best time for snow in Bulgaria is from around Jan.15 till the end of Feb. This is the time you should be at least 90% sure there will be snow. December is too risky, it's same for March too.
You see, Bulgaria is situated too much on South and the ski season is not very long, besides the mountains are upto 2800m. high only, it's not like the Alps.
