I would confidently say that you won't need chains unless weather gets at the same time when you are traveling nasty.
Beware of cars overtaking because if there are rows of lines of snow in the middle of the road (when not cleaned) cars behave strangly.

Saw last tuesday on the road from Samokov to Borovets a crash because of that reason.don't try to come out of the tracks in your direction.
One other thing: arrange where to park the car when you arrive because there are not free places along the road anywhere in Borovets.
