Hi Russell - echo what PSP says - you might get a bargain but check the owner actually has the deeds. They have been fighting for Act 16 for some time now and without Act 16 it cannot legally be used or rented out (Act 16 is the habitation act)
If you really want to buy an apartmendt in Pamporovo you would be better to go for an apartment that has act 16 already granted and is in an established complex - there were too many sold off plan where the developers went bust leaving investors ...

I can't understand why you say you will now go to Bansko instead of buying in Pamporovo. Cedar Heights is not the only complex in Pamporovo in which to buy an apartment.
There are several completed complexes which hold Act 16 - all of which are ski-in, ski-out and as SW says you could have similar problems in Bansko.
Agree with the guys above - Do plenty of research before anything! If the price looks to good to be true there is normally a catch!
Sticking to Bansko will be just the same - There is good and bad investment everywhere. Think about the type of resort you want too - Pamps and Bansko are very different!! Know what you want out of the place 1st and then look for somewhere later.
