EC SUBJECTS BULGARIA TO AVIATION SAFEGUARD CLAUSE

Bulgaria's aviation will be subjected to a European Commission (EC) safeguard clause in relation to civil aviation safety.
Bulgaria will be treated as 'third party' on the European aviation market, Bulgarian news agency BTA said.
Local air carriers will have to keep carrying out current bilateral agreements with each EU member state instead of making use of EU's open sky policy.
Capacity and weaknesses of the chief civil aviation administration directorate and its work provoked EC to impose the safeguard clause.
Lack of qualified specialists and of training programmes and insufficient or no measures for dealing with irregularities also appeared among the reasons for the safeguard clause imposition.
EC refrained from defining the validity period of the clause. The repeal of the safeguard clause depended on Bulgaria's efforts to cope with the omissions in aviation safety.
EC introduces for the first time ever an aviation safeguard clause, BTA said.
