serious question

If the temperature is in the minuses in bansko, why are the snow cannons not on al the time and why are none of the higher slopes opening?

Surely there is more snow at the top, I don't see why our holiday should suffer because the bulgies can't be arsed to open the lifts. What is the reasoning does any body know??
