Can anyone tell me how much a pair of ski boots would cost to buy - going to Borovets

You can buy a reasonable pair for 250 leva, fairly top-end at 5-600 and cheap ones at around 200. Most ski shops in Sofia have 20% sales on as its the middle of the season.
