can u store ski's/boots ect at the rila hotel

We did last year. The ski cave was at the end of the corridor, with shops on it, away from the main reception. From memory, I think it was 5 Lev/day. If they've stopped doing it, there are a couple of other places at the foot of the nursery slopes. It won't be a problem for you.
