Hi David, I have kids of a similar age and I recommend you check out Asda for skiwear or TK Maxx. It may be as cheap as hiring and if you choose well they can wear the jacket all year round. Basics are:

Waterproof jacket with snowskirt
Waterproof trousers
Ski socks
Thermal top and trousers
Fleece jumpers
Waterproof gloves
Wooly hat or balaclava

Layering is key to keeing warm!
