So all those who have bought houses hoping to make regular visits is in for a bit of a shock.

I was in the Bulgarian Embassy in London a few days ago, there was a couple who owns a house and a "business" in Bulgaria, and they over stayed by one day, and have been handed a fine notice by the Border control. Now they can not return to the country for several months to visit their house.

Owning a property does not entitle you to residency or an extended stay in Bulgaria. As Gary has mentioned is extremley difficult to sort out these visas.

I guess this recent enforcement is also in retaliation to the fact the British stopped visas for Bulgarians to the UK due to the Bulgarians submitting force applications, and the British Government approving these applications.
