In Borovets its the newsagents in the larger hotels that do them. And then your friendly waiter / waitress / instructor can activate / credit top-up them for you as the instructions are all in Bulgarian!

We have a bloke on the market that changes your phone to Network free for about £10, which is worth it for the money you save with a Bulgarin Sim. The Sim has coverage all over the mountains too.
You can get them from the supermarket beside the white hart, you can get a twin pack (lovers pack) for 20 lev. Just show them your sim from home, they have them under the counter.
