This would appear to be the best advice regarding the use of the EHIC in Bulgariahttp://www.nhs.uk/healthcarebulgaria/Pages/healthcarebulgaria.aspx
But as Pete points out, the public health service in Bulgaria is likely to be primitive, and there's no substitute for good medical insurance covering the any sports activities you wish to participate in. An EHIC won't cover repatriation.
