Hidden around the slopes of bulgaria are thousands of secondhand fridges with the doors removed all pumping coldness 24 hours a day....And the results Loads of Snow. (okay we may not have an ozone layer left, slight over sight) but there's Snow. And you thought I was barking mad....ha!

It wouldnt work as a fridge pumps all the heat out the back, so in effect your plan would just create an equilibrium

Anyway they are recycled fridges from cold countries such as iceland and evenicier land so they blow cold air from there motors cos its illegal to run fridges that blow warm air from the back in cold countries....so. moving on.
