You haven't stated when it is you are traveling out but if it's soon then snow is never guaranteed this early in the season...
Nobody can predict the weather as I'm sure you know, and as for the rep taking some pressure.... come on sort it out... since when can a rep be blamed for it failing to snow!!!
I'm pretty sure until the weekend just gone the whole of Europe was suffering with crap conditions...
and if you paid £4k I suggest you put pressure on your travel agents ...

If you've paid £4,000 for a week in Bulgaria for 2 adults and 2 kids you've paid an awful lot. I am going to Pamporovo over New Year (therefore higher prices than later in January) and only paying a TOTAL of £1,900 for myself and 2 teens (but still adult prices) staying at the Hotel Orlovets. That includes everything except lunches, insurance (which I have elsewhere) and apres ski/evening entertainment. I booked with Balkan Holidays.

Fortunately we have most of the kit, though I have had to update the thermals due to growth, I have rented salopettes from a ski hire company, bought socks on sale at TK Maxx, bought a new snowboard helmet on ebay having read that you can't always rent helmets in Bulgaria, and borrowed stuff.
Anyway, have a great trip yourself, hopefully there will be snow by then, otherwise I am happy to hire a car and drive around southern Bulgaria. My travel insurance has no-snow cover so I will get around £90 a day if we can't ski or snowboard. It would be disappointing, but it wouldn't be the end of the world.

dont rely on the forecasts, just have a little faith...the snow will come. im in boro with mates in march so im not worried but heading to serre chevalier this weekend with 2 kids, and this time last week the webcams showed the hills were green but looking now its all white and fluffy...but the forecasts predicted only light snow/sleet..
