We are assuming that they are testing the system, new water supply pipes to the Shilligarnika area.. and drainage system..
That being said it has been really cold for the last couple of days, but the ground has not yet frozen, they will not lay snow on an unfrozen base, unless they absolutely have to.. the cannons here will also operate slightly above freezing, and the resultant snow also will remain when the temps are above freezing.....
It needs to be a minimum of -1.5c to make artificial snow, even then it depends on the humidity levels other wise you have a very expensive water spray...
Sorry i should add, sometimes they turn the snow cannons on over night to test them before the cold gets here to make sure they work (Clean the pipes, check water pressure etc).
Also you can add chemicals to the snow cannon to help you make snow when its warmer (change the freezing point). Though the chemical is banned in most places now!!
