I bought my Motorola walkie-talkies off the internet from an online based company - cost me £65 for two. You can get them even cheaper off e-bay. Make sure that the range of the radios are at least 4km and that they operate using the licence-free radio frequency and that you use only the best batteries or else the cold will drain the batteries by the end of the day!!
I bought some walkie talkies off e-bay from the states and used them in Pamps last year. Worked brilliantly and they had a range of 11km ! Only cost £25 + postage.
M Tel sim card I bought in the Rila supermarket & one of the bar girls help me set it up, from memory I paid 25lev which included credit. The phone must be unlocked to take any sim card & to check credit & speak to an English operator all I had to do was dial 111 followed by 2 when you hear someone talking in Bulgarian.
For the calls & texts I sent & received it would have cost me about 40 squids on my Virgin network but I ended paying 25levs with credit left over, New Mobile ...
