And if so, what constitutes a fellon? I mean, say FOR EXAMPLE, that a certain individual on their last visit had questionably aquired such items as road signs, hotel signs, beer glasses, restaurant menus, towels, and a public telephone!? What would likely happen to such a person?

Definitely deported on arrival at the airport unless they bring the items back with them and return them - then it's not theft as you only borrowed them.
Theft is defined as Appropriate, Property, Belonging to Another, with the Intention of Permanently Depriving them of it.
