You don't draw the line, that's the point. Its not a case of determining whether a UK kid or a BG kid is 'more worthy' of support - they both are. There is an argument that a pretty effective social care structure now exists in the UK so the charity of private individuals may be better off in those countries, like Bulgaria, where this isn't so.

As for kids being thrown out of state institutions when they are 18, you can't consider that these are 'properly' adults - they are children in adolescent bodies and sure, they will need some form of care for the rest of their lives. For them there is no line to be drawn. The best that can be hoped for is a community based caring scheme, perhaps some vocational training so they can perform a little job for pin money. Some have the potential, with a little help, of getting on to a 'proper' job and living a pretty normal life as functional members of society. That is, if they are not slung out on the street because of an administrative system.
Kids are easier to help - adults, young adults, mentally and physically handicapped adults and the aged are treated with nothing short of barbarism by the Bulgarian state. There are, for example, no old people's homes as we know them, so old folk on their own are shoved into mental institutions.
Its an emotive issue and people are putting a lot of effort into trying to make a difference with few opportunities to express themselves, this board being one. Constructive discussion is always useful but trolling just makes you look like a twat.

I'm sorry but in my eyes this is wrong. We don't treat homeless dogs like that in our country so not really sure where you're coming from.
