I don`t know Baz, you do make some sweeping statements.
To say that it would never happen in a modern and developed place ????

In the twenty five years or so that i have been going to the alps either to work or to play i have witnessed numerous power cuts, lack of water, lightning strikes by local workers, in fact exactly what is being experienced in BG....
As to the 150 villages with no power, you very likely don`t appreciate that the common supply to each household is only 5amp, just about enough to run the lights and perhaps a tv, they generally do not rely on electricity for cooking, heating etc, they still use candle and oil lamps when the electic goes off or even when its there, its cheaper....
I don`t want you to feel that i am jumping on every comment you make, yes, there are problems. With no investment in the past 50 years or so the infrastructure is very weak, this is why they need financial assistance to bring the changes quicker. If no help was forthcoming the changes would still come, it would be on a differant timescale though...
Lets compare say the old Skoda to the new one, its still the same workers making them, its only investment that allowed it Very Happy Very Happy Very Happy
