They are not only competing to host a world cup, they are also after the 2014 winter olympics, whether they get it or not, it will mean a huge investment in the area even to qualify to compete..
To the point of how expensive apartments are, this could take ten pages as to the do`s and don`ts. There are various purchase plans, deposit plans, cash back, guaranteed rental returns etc, a minefield headed unfortunately by a lot of speculative buying...
If we were to consider straight purchase as i have the you would pay in the region of 1000 euro per square meter, the total i have paid for a large one bedroomed apartment s.e. facing with two balconys, fully fitted apart from furniture is £42,000, there is the matter of VAT in BG that is 20% and that will also be payable if i do not reside in the apartment ie. rent it out

Hope this gives you an idea (prices rose around 50% in last 14 months, i don`t expect that to continue, i think what i have paid is about right, not cheap)
