The edge on one of the skis that I was hired at Pamps last year was damaged half way down, but not too bad and perfectly skiable when I got them. (You get what you pay for and the hire is reasinable in BG)
After 3 days in patchy snow/ice/rocks (not garage roofs!) it had disintegrated - no problem swapping them.
Must admit when Bankso first opened the gondola we were the first folk with the boots and skis ever and it does feel a lot better.
Mat, most Western Europeon hire businesses do not sell their skis at the end of every season, they are sorted and checked and those deemed unservicable are thrown away... Periodically the whole stock will be turned around (every 3 years or so dependant on seasons conditions)
Most hires unless premier will purchase seconds from the manufacturer, these are perfectly servicable skis, but may have some decal out of place or a blemish in the base. The bindings normally are recovered (not always) ...

To change all the stock every season is uneconomic, unless you have to when you get bloody muppets skiing over car parks, roads etc trashing the bases....
The standard of the gear in Bansko is generally good, but you still see idiots skiing down the road, so can't guarantee how long that will be for...
GO on ebay and buy your own serviced skis, this will make your holiday even better!!! i bet you could get boots and skis better than hire for under £100 and use them again and again, servicing in bg i think was only 15lev in the iglika. this is the 6th time to borovets and at the end of the holiday get them serviced removing all the little scratches.
