All depends on what you're looking for:
Mexican - Marmacitas
Traditional Bulgarian - Hrima or Green King or Bar Deva
Pizza - Francos
Steak - Katy's (Its advisable to book here)
English Breakfast - Chilli Peppers / Marmacitas

The happy duck does decent food as well and normally have a band on as does marmacitas.

Most things on the menu in TITANIC are fantastic (cant vouch for the things i havent ordered) and good portions too, friendly staff, and also a great place to eat/drink during the day Shopska salad is great! Razz Booze Booze Booze

A lot of eating places in Boro are leased by differing tenants from season to season so quality can vary from year to year.

A couple of weeks ago whilst ion Boro we found the following suited our needs -

Alpina Bar (opposite Flora) - cheap beer, nice simple food and great hosts.

Titannic (In front of the Rila) - friendly staff and consistent quality of food. Spent most lunch times in there.

Green King (between White Magic & Alpina) - small family run affair with more ...

been to borevets twice now and back next month marmacitas is fantastic food and very friendly

As in other post on Borovets food, I'll second the recommendation for Mamcita's. The food at Christmas was brill. Kept my three teenage boys satisfied.
