I think the problem with the snow forecasts for Bulgaria is the Bulgarian Metereologic Departments. I used to say the same as you about JET2SKI and SNOWFORCAST.COM. when I used to check for snow in Bulgarian resorts. Now that I'm checking on the some sites on the swiss resort that I'm going to I find both forcasts pretty accurate.

Its true that Bulgaria has not the snow conditions of the swiss alps resorts but I was never let down by Pamps and Bansko.

I find this page for the weather very good because it is quite accurate and in the resort itself.
