I would advise you to change your money in bulgaria but take 50/100 levs for first day.When we went 24/12/05 we got 2.75 in Uk but at Sofia when we arrived they were offering 3.00 com free which turned out better than we got in boro resort 2.84. Always use proper exchanges as someone said earlier but hotels generally offer lower exc rates
