Do not know about paying over the phone and can't answer as to why they do not appear to send out bills.
We had no fine (interest) - my interpreter negotiated that away as I had been trying to pay but had been refused on a number of occasions due to the lack of something or other.
Why pay - well am not sure of the Bulgarian law so would never assume that the apartment may be forfeit if I did not pay. The amount (in the greater scheme of things) is trivial so why risk it. I have not heard of anyone losing their property yet.....but if times become hard for the councils...
Just because they do not chase it does not mean one should not pay it after all it does cover the removal of garbage and other utility services that we all take advantage of and why give Brits a bad reputation as non payers. I, personally, have only ever met kind generous and helpful Bulgarians and as a result would not wish to appear otherwise to them.
I felt that I had a moral obligation to pay my debts.
My thoughts on the subject and why I pursued this as I did.

Well the reason is the apartment is within a complex so the invoices go to the management company but as they do not have power of attorney they cannot pass on these invoices. ..it is not included within management fee.
As for losing your apartment... Um yea so you think 6 years worth of taxes which total £120 not paid due to no invoice nor any chase up there is risk of losing your E200k ...

In addition you cannot not pay it as said because you cannot sell the property without paying the outstanding taxes first.
It's not a matter of trying to not pay it it's a case of show me the cost the bill and it will be paid else.... I have nothing to indicate there is anything to pay nor how much. It also has nothing to do with the kindness or otherwise of local individuals this is purely a council charge which is clearly poorly administrated en masse.

On my next visit I will try to get it paid to date - oddly I think it's in Razlog so if we stay in Bansko a taxi return is 40 Lev yet the total fees may be not that much more grrrr
